What is metering unit ??

My understanding and must be confirmed by AET.
It is a licensing concept AET implemented. When you purchase a license, it as a number of metering units that can be consumed, for example 10.000 units. (Not sure how many metering units are assigned per agent license.
For each plugin it that has metering units assigned that is being used in a WF, it will discount the number of units available. It is counted per WF and not per execution. So when you list WF, it will tell you how many metering units are being used in that WF.
It is different when working under a consumption based licensing, but you get the idea.

Metering units are assigned to plugin Steps. So the metering units for a workflow is the sum of metering units of its steps.
