What is difference between web set delay plugin and delay row plugin?

The Web Set Delay step sets the global delay value for further steps in Web GUI automation. It is maximum time to locate and perform any action on any web element step, else the workflow errors out.
Delay row is the forced wait period before it is passed to the next step. Use this step to force delay during execution.
