why its necessary to attache document in workflow but not necessary in process?

I think this question is for “Mail” step in workflow and process.
Workflow is lower level artifact so in Workflow ,in “Mail” step we have option of selecting any file or taking file name dynamically from field coming from previous step.
Process is higher level artifact which is used to call other workflows and processes so “Mail” entry of a process is used to attach files which are added to result file name in child workflows and there is option of selecting file in Process.
