Can we create multiple user at same time in AE? Who can have permissions to create users?

The bulk user upload feature can be used when many users are to be created at a time.
Tenant admin have permission to create users.

Who can verify the User? As on creation of a Tenant User, it says unverified status
When the created User once login by using credentials provided by Tenant Admin and changes password, status automatically changes to Active.
