Unfortunately, at the moment the Oracle SQL*Developer product does not support Postgres migrations.
Supported databases are shown here :-

There may be third party tools available but there are no current Oracle tools to migrate Postgres stored procedures.
Yes I know, presently we do not have anything for this, but AE should provide this feasibility as on client environment freeware software is not permitted to role-out production.
