I have workflow related supporting files (library files) that are configurable or constantly changing, that I need to make centrally available to all Agents periodically. Does that mean I will have to reconfigure my workflow every time?

You can use the File management feature and menu option available for Tenant Administrators to upload files at the Agent and Workflow level.
Workflow Related Files:
Workflow related files are downloaded to the Agent during WF execution. Additionally, use the Get Files from Server step to download the files to a preferred target location during workflow execution by the Agent.
