Fixed-format files use offsets to identify fields in records . There are no field delimiters. An end-of-record delimiter is required, even for the last record.
If you open a fixed-format file using the Excel input step all the fields may open in one column and in multiple rows. You need to use excel options: Data → Text to Columns to split the row to multiple columns. Or in a workflow after the excel file you can use the String Operations or Modified java Script step to split the fields.
