When user triggers the process at start of day then the download input file & proceed for further processing. If the same process is being triggered on the same day again then the input file downloaded at start of day should be considered for processing not the newly downloaded one.

Hi kirangujar. Is filename always the same? Or will it have an extended name like (1)?
If all files are in same directory, you could check list of files present (Check File Names plugin) and that will return date-stamps and many other values associated with the file. You could then check on these values if it already exists and even avoid downloading the file again. Saves time.
