How to compare each value from both excel files

I want to compare each value of row to the each value of column from different files.

I have also attached the screenshot of dummy files, in which I want to fetch the rule for each IP address where Error is occurred.
Here I want to fetch commands from master file where ever the Error is present in input file of that particular Rule.

Kindly help me with this scenario.
