If screen is active, surface click works but if not, it shows image not found on active screen.

Please follow all pre-requisites of surface spy plugin also check the screen resolution.
Also you can try with RDP setting
Image must be visible on screen. If headless, the WF should display through RDP.
If window is minimized or image is covered, it will not capture the image.
Timing is also important. If you set 1 second, probably it will not find the image in that timeframe. If more seconds, it will click as soon it finds the image and will not wait until time lapses.
